The Canucks picked Foote over Malhotra last year largely because Hughes loved Foote and they wanted to do everything they could to convince him to stay.

I'm not disputing any of this. But no matter how you look at this, it's a dick move.My understanding is that there is nothing in standard coaching contracts that say employers of fired coaches are obligated to let them interview elsewhere.
Common practice in the very insular and nepotistic and incestuous NHL is to let fired folks seek gainful employment should the opportunity arise. Same with promotion opportunities. Lateral moves are usually stopped unless the team isn’t going to use them.
Vegas has apparently already prevented some of their assistant coaches/ AHL staff from interviewing.
