For anyone unfamiliar, Hakanpaa is a 6'7", 222 lbs bottom pair D, hitting and shot blocking machine. It was reported Dubas has tried to sign him a couple of years ago too.

He's a 5/6 but I was interested when AKP had him at $1.5/yr. The prices have gone up.
He's a righty who is physical

That's kinda what I'm suspecting. Lily to someone for a comparably valuable 3C. Scott Laughton or Ross Colton come to mind.

The big Finn is a right-shooting defenseman who came to North America for good in his late 20s and has become one of the NHL's most active hitters, but he also plays a smart, steady game on the blueline. Does not have much in the way of offensive skills, so his NHL ceiling is limited, but his size and physicality earn him ice time as long as he uses them effectively and stays out of the penalty box.

Long Range Potential: Big, physical defenseman.

Played pretty well for Dallas. Their #2 pk dman. RH shot. Their leading hits/60 and shot blocker among Dallas dmen.
He had a lower body injury near the end of the season and missed the playoffs

I thought he'd be a great bang for the buck as a RH 5/6 dman helping the Leafs PK.

I would do something like that over signing Skinner in a heartbeat.

If they can fix the 3rd line center spot, this roster would look improved on paper.

Right side defence on the PK was one of the teams biggest weaknesses this past season. With the lack of actual rightys Brodie, Gio, or McCabe often had to play there. Tanev+Hakanpaa should plug that hole pretty well.
