Perhaps a stupid question, but when a player is placed on waivers, does that automatically grant other teams the right to speak with that player, or do they still require permission from the team placing him on waivers?

I've refused to buy any titles that EA have had a hand in since Battlefield:Vietnam.  I'd be surprised if company policy wasn't to sell code as early in development as possible, and worry about making actually function later. I'm tired of paying for pre-beta code, and simply don't bother with EA...
