Even the most charitable reading of his history would call him out as careless, if not outright reckless. Given the track record, hard to give him the benefit of the doubt that there hasn't been a level on intent on at least some of these plays.

After the clear elbow to Tavares' head didn't even result in a fine, I'm not surprised the league isn't going to punish Bennett, because they're clearly not serious about protecting players and reducing hits to the head. Nothing's going to change until someone gets killed, at this rate.
