He's only been passed over twice so far. This summer will be his 3rd (and final) draft.

Wasn't he eligible for all of those, or was he four months too old for that 2012 draft?

He definitely missed the cut off for the 2012 draft. Players have to be 18 by the middle of September that comes the same year as the draft. He obviously was not.

Also, because he hasn't played a season in North America, he'd still be draft eligible this summer even if he had been eligible in 2012.
